Challenge to the appointment of the Superintendent of Health for failure of President Juan Manuel Santos to fulfill the quota law

Dejusticia, Sisma Mujer and the Red Nacional de Mujeres challenged the appointment of the Superintendent of Health for violation to the quota law.
Dejusticia argued that while Law 581 of 2000 (Quotas Law) requires that 30 percent of Superintendents must be headed by women, when Santos appointed the Health Superintendent, this left the percentage of Superintendents headed by women at zero. Because at the moment of his appointment the President had the duty of appointing a women and he named a man instead.
