On corruption in Colombia: conceptual framework, diagnosis and policy proposals

According to the Corruption Perceptions Index by Transparency International for 2016, Colombia obtained a rating of 37/100. How to characterize the phenomenon of corruption in Colombia and what academic and public policy strategies can be adopted to counteract it?
The publication “On corruption in Colombia: conceptual framework, diagnosis and policy proposals” was developed by Dejusticia between September 2016 and May 2017, at the request of Fedesarrollo and with the financial support of the Germán Botero de los Ríos Fund of that institution.
The study provides a general conceptual framework on corruption, identifies the main forms of corruption in Colombia, as well as the conditions that favor and facilitate their reproduction. Based on this, it preselected a set of public policy proposals from Chile and Peru that could be implemented in Colombia.
Finally, it suggests some research questions that should be addressed in the future to better understand some cultural, socio-normative and institutional issues that are typical of the Colombian case.
